Two facts decide an Azerbaijan trip before any sight does. Entry is by air: the land borders remain restricted, including the Georgia crossing that the classic Caucasus overland route used, so the Tbilisi to Baku train in older guides is not currently an option. And nearly everyone needs the ASAN e-visa, applied for at least 3 days before flying.
