Montenegro gets described in two completely opposite ways by people who both went, and the explanation is geography. The Bay of Kotor in summer is jammed with cruise passengers on a road built for a village. Ninety minutes inland, Durmitor is empty. A good plan does not choose between them, it just refuses to spend the whole trip on the coast.
